Meet Matt
Director and Principal Engineer

Matthew is a Director and Principal Civil and Geotechnical Engineer at RS Eng Ltd. His career highlights the firm’s deep-rooted legacy of internal mentorship and professional development; he originally joined the company as an Engineering Cadet and spent 13 years of continuous training and advancement before being appointed as a Company Director.
Matthew's background focuses specifically on civil and geotechnical engineering. He works across the residential, commercial building, and land development sectors, while also regularly servicing local councils and public authorities on critical regional infrastructure projects. Blending over a decade of technical expertise with a strong leadership approach, he focuses heavily on providing practical, client-focused solutions that respect both the local environment and the needs of the community.
Over the years, Matthew has led and supported a wide range of engineering projects across Northland, specialising in solving highly complex geotechnical constraints and steering key Papakāinga and community developments. He regularly manages major land hazards, from profiling soft, reclaimed riverbank soils at the Hihiaua Cultural Arts Centre to navigating complex ground models for the 144-lot Sands Road subdivision. His expertise in challenging geological formations is highlighted by his landslide remediation work for the Whangārei District Council and various homeowners affected by significant weather events. Deeply committed to community-focused infrastructure, Matthew applies this extensive technical background to direct the multi-disciplinary civil and geotechnical designs for vital regional initiatives, including the 44-dwelling Donald Road Papakāinga project, the 60 View Road subdivision in Hikurangi, and the Waimamaku Care Home facility.
Beyond his daily technical consultancy and corporate leadership at RS Eng, Matthew actively supports the integrity and advancement of the engineering profession across New Zealand. Reflecting his position as a technical authority, he maintains active memberships in a wide range of professional societies, including the New Zealand Geotechnical Society, Australian Geomechanics Society, New Zealand Coastal Society, New Zealand Society on Large Dams and the Society of Construction Contract Practitioners.
Meet Rachel
Director and Principal Engineer
BE(Civil), CPEng, IntPE(NZ), CMEngNZ, FEngNZ
Rachel is a Chartered Professional Engineer with over 25 years of experience in Professional Engineering. Her background includes extensive work in civil, geotechnical, and structural engineering, with a focus on areas such as site assessments, seismic design, and building remediation.
Rachel has contributed to significant projects across Aotearoa New Zealand, notably, she served in a national leadership position during the post-earthquake rebuild and has driven improvements in quality systems, Health and Safety, and long-term sustainability within the sector.
Rachel actively supports the integrity and development of the engineering profession through various service and governance roles.
She has served on professional boards and committees, including the ACE NZ Board, Engineering NZ | Te Ao Rangahau Competency Assessment Board, and the Engineering NZ | Te Ao Rangahau Chartered Professional Engineers Board. Through these commitments, she contributes to strategic policy reform, competency frameworks, and the ethical standards essential for the industry in Aotearoa New Zealand.
As a Chartered Professional Engineer, Rachel maintains active involvement in day-to-day technical work, using her expertise and strong leadership to deliver innovative, and reliable engineering solutions. Having worked across NZ on a variety of complex and interesting projects, Rachel is most proud of her contribution to the development of key projects and residential builds across Northland.
In 2026, Rachel was recognised for her contribution to the profession and was promoted to Fellow of Engineering NZ | Te Ao Rangahau.
